Why my {personTo} does not change?

I have a problem with one of my jotforms. I the jotform: https://form.jotform.co/33006521936853 , its is stated that a person has to announce the decision. I manually changed the names of these people, the problem is that when the person receives the Notice of Response directly in his/her mail, the previous names still appear. In the screenshot, we can see that the names are completely different in the form that in the mail.

I believe that this could be a CSS problem with the command {personTo}.

Please create another notification email.

After that , edit the email recipient conditions and change the "SEND" option into the newly created notification email
