Is it possible to create forms that allow the user to create more fields when needed?

I would like to build a form for an event registration from that allows the user to sign up to 10 individuals. Is it possible to have only the fields for a single sign up visible and then let the user click a link saying "Add another Individual" to then populate the the second group of fields needed?

Yes, you can make use of the configurable list widget. This widget allows you to have a minimum number of fields but has an add button to add a new row for your users to allow them to add more.
