My sub-users can't open attachments in forms

I checked my own sub-user accounts and they were able to access file uploads for forms shared with them.  If you wouldn't mind providing an example, we will be happy to have a look.  Let us know the username of one of the sub-accounts, the form and the submission(s) that should be checked.
