When attempting to add more recipients to an email I'm getting the error: "To use multiple recipients, please upgrade your account."
Is this no longer allowed in the free version?
If so, what paid version supports this and to what # of recipients?

We removed the ability for free accounts to add multiple recipients due to abuse. We had users creating accounts and using forms to send hundreds of emails from a single submission.
Any subscription of Bronze or higher will allow for the same number previously available, which is 10. You can also simply create extra notification emails, one per each address:
