Incomplete payments are shown o the submission page when your users did not complete the payment, either by purposely navigating away to the payment page or they have accidentally closed their browsers. More about the Incomplete Payments you can find inside of this guides:
If are receiving payments to your Paypal account, but submissions are shown as incomplete this usually means that IPN (Instant Payment Notifications) are disabled within your PayPal account settings. You need to enable IPN on your Paypal account. Inside of this guide, you can find how to do it:
