How do I make another an administrator with all of those rights and permissions?

I am an administrator for our account. I would like to grant those same rights and permissions to another on my team. I do not want that person to be a sub-admin. How do I do this? I don't see this as an option.

If you do not want to add the other person as a Sub-Account User of your account with all permissions (Share all forms: Edit forms and View submissions), then the only other way is to share your login credentials with that person (username and password of your account).
