Is there an option to reply to a users submission via email?

In the submissions page, you have the option to send a reply to the submitter. However, we have a limit of 20 replies or outgoing emails per day for free accounts, and 100 for paid accounts.
If you want to reply to an unlimited number of submitters, I'd suggest doing it on your email account. But see to it that you have configured to receive the submissions to your email account by creating a notification email.
