I'm still confused...when I try edit the purchase order it says "you can only have one payment field per form" I deleted the PayPal option from the bottom of the form but still can not edit the purchase order.
What am I doing wrong?

I can see you have already added the purchase order integration, please make sure that the correct payment field has been deleted from your form, otherwise you will be unable to add any other payment integration.
You may also try clearing your forms cache once you have deleted the payment field: https://www.jotform.com/help/229-How-to-Clear-Your-Form-Cache

I cleared the caches and I'm still not getting it to work? can you edit the form and add the option for PayPal? I see purchase order integration on the form but no option to add paypal, square, or any payment method.
Is this something you can help with?

I'm afraid that will not be possible to add PayPal since you have added the purchase order integration. Please note that it's not allowed to add more than one payment integration to a form no matter if they are from different gateways.
