I am trying to change my Billing on jotform from my personal paypal to my business paypal account, however when I go to my account>billing>change iot just takes me to a paypal home page.
Please let me know how I can change my account billing.

You are being redirected to Paypal because you are paying your subscription with us via Paypal. If you wish to change your Paypal account for that of what you are paying with us, what you can do is cancel your existing subscription and resubscribe again using a different Paypal account.

Will the transition to the new paypal impact any of my active or archived jotforms?

I see that you are subscribed to the Bronze Monthly plan and you are being charged every 26th of the month. If you unsubscribe your account's current subscription — How-can-I-cancel-my-PayPal-subscription, the subscription will be canceled at the end of the current cycle. Once your account is downgraded, you can upgrade again using the new PayPal account.
As long as your account is not above its limits during these changes, your active and archived forms will not be affected. Your account will just be placed to a free subscription which has different account limits compared to the Bronze plan — Understanding-Your-Account-Usage-Limits
