Unfortunately there is no real straight foward answer for this. Any submissions that you have recieved already you will have to manually notify them via email.
A suggestion to alert new people of this deadline that has now passed would be to just add a regular Free Text (HTML) Field at the top of your form in and edit the text, make it a large sized font, put it in bold with a highly visible color such as red and put in it about your Message that the deadline has passed and that there will be a late fee incurred because of it.
To add the late fee in and begin charging for it you can use one of our payment tools that you may have an account for and set it up as a single product charge labled " Late Fee " and once they submit the form they will be asked to make the required late charge payment that you have set it as.
