Can I require a unique selection from each dropdown?

I have a form that uses a dropdown field so users select from a  list of countries.

This field is repeated 60 times on the form. 

Is there a way to set it up so users can't select the same country twice?

For example if they have selected Columbia from one dropdown, that option can't be selected in any of the others?

Unfortunately, that is not possible. There is no way to hide or disable an option based on the option selected in another field.
