Can you please tell us how you generate the Submission# field value?
That is actually not the indicator of how many submissions the form have. You should check the submission count instead in the view submission panel which indicates the actual existing submission count the form have.
Example:

there are total 33 submissions, please check the form submissions the program can have more than 30 submissions, instead it have 33, so we have to refund 3. The counter still struck at 29, please check the form submissions, 1 to 33.

Your form has 29 submissions. The correct number is shown on the submission page, you can see it on the screenshot my colleague provided and inside of My Forms folder.
The number that is shown inside of your Submissions# field is not correct. I inspected your form and I saw that mentioned field is Unique ID widget.
Something went wrong after Submission 24. You can see it if you download an Excel report of your submissions.
After Submission# 24 is 21 and then 30,31,32 and 33. I am not sure how this has happened. Did you edited mentioned field in the Form Builder and change the Current Index after the submission 24?
If you want to limit your form to 30 submissions than I would suggest you to do it in the Form Settings page.
