We (QcABA) have an account and will be looking to create an online voting system. Is it possible through jotform that an individual can only respond to a form (through a link) one time? We want to limit multiple forms (ie votes) per person.

Yes, it is possible to limit the submissions from your form by using the Unique Question or the Unique Submission feature. Please check these guides:
How-to-Set-Unique-Submissions-on-a-Form - This will prevent multiple submissions from the same browser or same IP.
How-to-set-Form-Limits-Based-on-a-Unique-Question - This will prevent multiple submission if the same value entered in the field already exists.
