About half of my submissions had trouble using the PayPal option on the JotForm. Is there anyway you can tell me what the problem is and how I can fix it?
I am not sure if it is a clarity issue on the process or if there is some sort of programming issue. Can you check into this and get back to me as soon as possible.

After doing a test submit, I found no issues with regards to your form's Paypal payment module.
The incomplete payment entries in your form's submissions page are actually caused by user's abandonment of the Paypal payment page. There is no clarity issue on the payment process nor a programming issue on our end.
Those people plainly and simply did not go through with the payment.
