We had a user create a free account and is now running into limitations with submissions. I'm curious if you could help us migrate that data into our business (silver) account so that we can receive the submissions that we need to.

Yes, we can help you transfer forms (along with their submissions) to another account. Please give us the accounts names of the source and destination accounts as well as the forms to be transferred.
Please note that the request should be coming from the source account. So you should be logged using the source account while making the request to transfer.
