I received a notification that our form was over the allocated quota provided for in the Free version. I have updated our form and submissions to that they are well under the quota limits now, and the form error is still popping up for our end users. Is there any timeline as to when this will be restored? http://judgmentalmaps.com/submitmap

The form on the webpage you provided is working properly. I successfully submitted the form and I was redirected to the Thank You page.
The Form over quota message is shown when the account is over the limit.
Form over quota - As explained in the error message, the form has passed it's allocated quota and cannot be used at the moment. This error appears when you reached your submissions limit allocated for the month. The form will not be able to accept submissions any longer when you passed the submissions limit. It's either you wait until your submissions counter resets to zero which happens every first day of the following month or upgrade to any of the available paid plans to increase your submissions limits and enable all your forms right away. Every Jotform plan has its monthly submissions limit. See our pricing page for more details.
I checked and your account is within the limits, so you should not see that message.
I saw that an email was sent to your email address that you reached your JotForm upload limit. I saw that you deleted some of the submissions on your account and that your account is now within the Upload Storage Space limit for the Free accounts. The limit is 100 MB and the current usage on your account is 38.71 MB.
I assume that the form is working on your end now as well.

Still coming up with errors on all devices and browser types on my end, even with clearing out cache. But, I assume it's an isolated issue and will resolve on my end soon. Thank you so much for the help!

I am not sure why the error message is still shown on your end. Is this the error message that is shown on your end?
Is the same message shown then you use a direct link of your form http://www.jotform.us/form/51388670860160?
I cleared the form cache on your account. Please test your form again. You can also test it the incognito mode.
