I am creating a form for a client with my account. I have added their email address to receive the email when someone fills out the form. When I test the form it keeps going to my email address. I have not uploaded the form to the webpage yet.

You have to make an actual submissions with your form to make it work. Using the "test email" function on form notification would only send notification messages to the email address that's associated on your account not on your form recipients.

You can make a submission in your live form either from your website or via the Preview panel in the JotForm interface.
