Paypal: incomplete payments

I am having problems with all my submissions.  It comes back saying submissions pending payment, when I go into complete submission and I click on it, I still don't receive payment.  Can you help?

What you are experiencing is called incomplete payments. Don't worry you can resolve the problem by logging into your PayPal account and enabling your IPN settings.
