How to switch form layout

sorry for the back and forth. I see clearly the response that Bjoanna, with the picture, but on my settings those options never appear. Its strange, because it is a very simple fix, but I cant find anywhere to enable it. There is no link that shows, form layout in my settings, anywhere. 

Any advice?

Yes, I checked your account and can confirm the option to switch is not available. It seems some users are unable to do it.
