You mentioned "will be sent in later or brought to a personal meeting" so I don't think placing it on a form is a good solution. If it's a file that a person needs to print or store on a thumb drive, why not just send the file to the intended person via email, chat, etc.?
Nonetheless, if you want to place a link inside your form that allows someone to download it, refer to the detailed guide I'm linking below.

This guide should apply regardless of what kind of file you would like to add to your form, whether it's a PDF file, a .docx file, and so on.

Yes, you can use the direct link of the PDF file hosted on your web server.
You may also embed the PDF file in the form using the PDF Embedder widget. Here's a guide: https://www.jotform.com/help/153-How-to-Display-a-PDF-Document-on-Your-Form.
