Can I sync all submitted forms with dropbox and onedrive?

Yes, you are able to integrate all of your forms with Dropbox or OneDrive etc. For Dropbox integration please check out this user guide: Upload to Dropbox with JotForm

On the other hand, we currently don't have an integration to Onedrive. However, you can try using Zapier which is the middle man tool that connects many apps, and both JotForm and OneDrive are integrated with it. This is how the Zapier's JotForm-OneDrive integration works:

1. A new JotForm submission is received.

2. Zapier adds a file to OneDrive.

I should have asked, does dropbox store the form submission as a pdf just like the pdf that the pdf attachment that is sent by email when a form is submitted?

I would like to be able to save the form exactly as it appears in the pdf.  Is there a best way to do this? ie google drive, download to my computer etc

Yes your dropbox integration will keep a copy of the submission data in PDF format. 

Also note there is another advantage to using dropbox. If you have a file upload field on your form each file is backed up on dropbox too.
