My customers are not being redirected back to my JotForm page to complete form submission after paying for items on PayPal. How do I get them sent back to complete the submission?

The form is submitted once they click on the Submit button, and get redirected to PayPal to complete the payment.
If the user does not complete the payment, you will find the submission in the "Incomplete payments" dashboard: https://www.jotform.com/help/135-How-to-View-Incomplete-Payments
On regards of returning the user to the confirmation "thank you" page setup in your form, this is not possible because PayPal blocks that process. Instead, PayPal gives you the Auto Return function, which you need to enable in your PayPal account settings:
There you can redirect to generic Thank You page you would need to create in your webpage.
