Are you referring to the PDF copy of submission included in the email notification you are receiving when your form gets submitted?
To my understanding, you would also like to include the fields that are not filled to be included in the PDF copy of the submission, is that correct? If that is the case, then you can go to the form submissions page and disable the "Auto Hide Empty Fields" option from the submission page settings.

That is sort of what I want. Is it possible to just show the text boxes that I have made in the form and the answered questions? Rather than the entire form..
