I am not able to clone a form . I tried to import and clone the form and nothing is happening

This is because your account acts as a sub-user of the main account based on your screenshot.
Can you try creating a form first in your account before trying to clone another form from another account?
After that, you can try to clone the form using its link/URL — How-to-Clone-an-Existing-Form-from-a-URL
