Let users continue to next page without filling required fields

I'd like to let users to be able to navigate the various pages of the form. But the "required fields" obviously prevent them from going to the next page. 

Is it possible to let them go to next page even if they didn't filled all required fields, but prevent them to actually submit the form? 

In other words: is it possible to do the "required field check" only when clicking on the "Submit" button on the last page?
