We have a lot of government clients that visit our website and I'm afraid that if we have the captcha in the form they won't be able to contact us as high security settings in IE will not load the captcha or the other field in the radio buttons.
Is there anyway to fix that or will I have to just remove the captcha?

On a browser's high security settings (at least on IE), scripts are NOT allowed to run.
Also, other form features such as email validation, required field validation and the likes will not work.
I suggest that you make your form as simple as possible so it won't pose a lot of problems for your clientele.
