I set up a form so that users could return to it time after time to make edits. https://form.jotform.com/72224618703150 and https://form.jotform.com/72224626703149. That part worked. However, one person submitted it accidentally and now when he uses his link to return to the application, he can get to the application but everything is blank. I know I can edit it for him through the back end but he has so many changes that it will be impossible for me to do it while still keeping everything equal among all applicants. Is there a way to unlock it so he can go back in and make the edits?

My understanding is that you want to allow a specific user to edit his/her submission. If yes, then I suggest you give the edit link to him/her privately.
You can extract the Edit Link as long as you know the Submission ID. Here's an example of an edit submission link:
You just need the URL (https://www.jotform.com/edit/) and the (submission ID). The submission ID can be found on the Submissions page. Here's how:
