For some reason, some of my encrypted submissions will not let me view them un-encrypted. I have the key downloaded on my computer and it's the only device I open them from.

To be able to view the submission data and remove the encryption you must have the correct private key for the form. It could be you were using the wrong private key the reason you were not able to view the data.
