One of the account users can't seem to download file attachments. Is this something to do with encryption?

Please make sure the Privacy settings "Require to Log-in to view uploaded files" is disabled or please make sure the user is logged in to JotForm when opening the uploaded files.

No Luck, I'm afraid. I've even cleared the cache.

If you have deleted your submissions, unfortunately, this will delete the files as well in the system. Have you tried downloading the files first before deleting your submissions?
