The form I created, for a nonprofit license plate application, is not collecting or saving the information people have entered after they use the payment options at the end of the form.
The payment options, credit card or PayPal, take them to another linked form. How do I correct this?

It seems like you are trying to create a multiple payment form, however, your workaround is not properly setup.
You need to create two complete version of your main form with a different payment integration each, example:
Credit Card: https://form.jotform.com/73306660626961
Then create a third form with no fields, except for the field that will ask which payment method they want to, and the Iframe widgets where the two forms will be displayed depending on the option selected: https://form.jotform.com/73306253626959
