I want to be able to down load reports on forms that have not been submitted. The is to monitor the progress of the users.

Data the is not submitted through forms is not permanently stored on our servers and cannot be used when running reports.
Using our save and continue feature will temporarily store user data that has not been submitted:

But reports cannot be run on that data and it will only be saved if the users properly uses save and continue.

But once the form is submitted the user is unable to reopen the form. Is this correct?

It is possible to allow users to return to their previously submitted data to make updates. Here is our guide on how to do so:

This way, you can allow users to submit part of the form and then return later to complete the rest.
