You can be able to grant users access to your forms with different access levels. There are two supported access levels for forms. You can set user to VIEW SUBMISSIONS or EDIT FORMS or have both access. So depending and what functions or access level you want to grant your users you can use the two levels available to restrict your users to certain access level. You can also choose which forms to share with users or you can share all the forms. Below is a detailed guide on sharing forms.
