My form still says that I am out of space, even though I cleared out all my submissions.

I see that your account has received more than 100 submissions for the current month and so the forms are disabled. The submission counter will be reset on the first day of the following month that is in a few hours. The forms shall be enabled automatically and you should be receiving the submissions normally.
