I have a clinician trying to refer a patient and she is getting the error below. She is using internet explorer is that the issue? I can link through easily with safari and chrome....

If the issue persists, ask your client to try using a different internet connection to test it further.

It could be something on the user's end that is blocking the connection. You may ask user to try with another browser, another device or another Internet Service Provider.
It might be also worth trying to access it using the form 'www' link instead of the default 'form' link:
