I have a payment section that is not "Required" set to OFF in the properties.  The form will not let you submit it unless that payment section is filled.  How can I fix that so they can submit the form without paying?

It is because once your Payment Integration's "Total Payment" contains a value (not 0)it will automatically ask for the user's credit card.

You can add a Single Option form element to let the user choose wether to pay online or via check. You can use "Purchase Order" Payment Integration so the user can submit without paying.
