Can Forms be transferred between accounts?

I know I can share them and give editing rights to different users. 

I hold the main account, but my department will no longer be in charge of other departments Forms. The main account will no longer exist and individual users will now need to house all their own forms in their own accounts. Sharing and giving people access is no longer an option. 

Is there a way to transfer the Forms from one account to another? 
I tried cloning a form that was under the main account from an user account. The cloned version would appear on the main account but not the user. Not until the main account holder added it to the folder that the user was assigned to. 

Or would different users have to recreate their forms? 

If your account hold all the forms, we can transfer it to different accounts.

Just tell us the form ID/URL and the account in which it is going to be transferred.

Also please ensure that the account in which the forms are going to be transffered is registered in Jotform.com (Although this is not needed anymore since the accounts was already added as your sub-user).
