Why my upload space is not resetting?

I've been using jotform for some time now, and every time I delete all of my submissions from your website, my upload space doesn't go back to zero.  You guys always reset it for me, which is cool, but why hasn't this bug been fixed in all this time?  It's pretty annoying to have to contact you guys to tell you this all the time.  If there is some folder somewhere that is collecting info I should be able to access it and delete it.  If it's info that you want to keep, it should not reflect on my upload space at all.  I just don't get it.  I might even consider a premium account if you guys can explain to me what is going on and fix this!  Upload space needs to go to zero when I delete all submissions....pretty simple.
