Here is the error message that I get when customers submits my form:

As I can see in your settings, you have enabled Unique Submission. If you want users from the same IP to submit more than one submission than you need to change the Unique Submission to No Check.
To achieve that please go to Settings, click Form settings and then Show More Options. Locate the Unique Submission option and change it to No Check.
