How can I add a widget or section to my form, so that I can upload the excel or word file (not the person filling the form), so that they are able to download the files clicking on them when they are at that stage of the form?

You can add attachments to your users email via autoresponder feature. For steps on how to attach your file, please see our blog here https://www.jotform.com/blog/237-New-Feature-Attach-Files-to-Autoresponder-Emails.

Thanks, that works great for an event follow up for example, but not in my case. I need the person submitting the form to download an excel file, fill it up with information and then attach it on the next step of the form
How can I achieve this?

That can't be done unfortunately. Our Form Builder was designed to work like any other similar form builders in the industry. We offer a way for users to build a form using normal form fields that users are familiar with.1
Your requirement is leaning more towards a personalized correspondence with your users (e.g. send a file to someone > they can make changes to it > then they send it back to you).
In addition to what Jed mentioned, you can also place downloadable files (can be a .docx, .xlsx, .pdf, or images) on various sections of your form, all of which were covered on the guide I'm linking below.
