I want to SHOW certain fields when a FIle Upload field is empty and HIDE certain fields when the File Upload field is filled, however I'm unable to get this to work.
I have NO problems with other conditional logic with other types of fields. The issue seems to have something to do with File Upload fields.
Please advise. THANKS

Unfortunately, such option is not available as of the moment . As an alternative, you may want to try to create an option if they want to upload a file. Just like this sample form:
Hope this helps, if you have any problems with this, please let us know.

Suggesiton - if the CONDITIONAL logic does not work with a particular field type like this, then a user should NOT be able to select that field in the IF...THEN statement. It wastes a huge amount of time, as there is seemingly no way for the user to know that this wouldn't work. Then you waste time in a useless attempt to debug...

I am considering this as a Jotform bug, I'll forward this to our development team right away so they can investigate this issue. We'll see if such condition is really possible.Thank you for reporting.
