i just got a renewal charge for an account I no longer own. Please see IFSONE@delta.com. Please contact me for details to change the card.

If you have both the information to log in to the account and the new card details, then I suggest that you log in to the account and change the credit card on file following this guide — How-to-change-my-Payment-Method. After that, request to cancel the current subscription that was recently renewed here in the Support Forum — https://www.jotform.com/contact. Once you've done all that, upgrade the account again, this time with the new credit card.

I do not have another new card and I do not have the information to change the account. I will just go ahead have American Express deny the payment if you are unable to cancel the account.

I would like to apologize for any inconvenience. Please understand that we cannot just cancel subscriptions without the owner of the account requesting it for security reasons. If there is a way for you to contact the new owner of the account, you can ask them to do the instructions I have mentioned above.
