Payment Form (PayPal Pro) Does Not Process Correctly, Why?

    I keep getting the following message when submitting our payment form: 

    "This transaction cannot be processed due to an invalid merchant configuration."

    We have a PayPal Pro account.  I've doubled check the correctness of our API Username, API Password, and Signature.  I've also clicked on "test integration" and it is successful.  However, it does not work when completing a payment on our website.

    Is there anything else that may be causing this problem?

    According to the PayPal Pro documentation this error happens when you have not agreed to the billing agreement. 

    Make sure that you have agreed the agreement and your account is enabled.
