Is there a way for a user to save a form with contents but not submit so that they can have multiple versions of the form on the go at once?

If I'm understanding it correctly, you would like to have your respondents to save a copy of your form that they can fill up at a later time.
If that is correct, I suggest that you download a Fillable PDF copy of your form and follow the instructions in this guide so you can have a link on your form where your respondents can download it from — How-to-Add-a-Downloadable-File-to-Your-Form
