can't even access to one of the forms i created in the past. definitely not my internet as i can access to any other website. what's going on?

You have only 1 form that was created on your account and that form is working properly.
I also saw that 10 forms are shared with your account (only 2 of them are active) and that you have only view submissions access for those forms.
Which form doesn't load at all? Please provide us an ID of that form. If the form is embedded provide us the webpage URL.
