I am manager of a team and I want to use one account to several person in my team,
I am planning that each person in my team create their own form freely without have to sign in to the main account and me and my organization will take control of all form and decide who get how many form that he/ she can manage. It include for having access to submission of their own form but not to another person(s) form. Of course, the manager and administrator will always have a full access of all forms.

So, you want to be the administrator of all the forms, but certain users can have access (read or edit) to certain forms. I think Sub-Account users feature is what you are looking for.
