It seems to work now however i was told that a user tried to access the form and it was not available.

It seems available also on my end. Probably you have different timezone and a user accessed it earlier that it should.
It would also because of their browsers cache not refreshed or cleared http://www.refreshyourcache.com/en/home/ although it should be automatically refreshed, if the user still cant access your form or still showing that it is unavailable.
Then I suggest that either you advise to let them try using a different web browser such as Google Chrome, Mozilla firefox etc. or ask them to clear their browser's cache.
