Do I have to pay for the entire year to get the $19.50 per month price?

The upgrade to silver states $19.50 per month but when I click it it changes to $39 per month?  Do I have to pay for the entire year to get the $19.50 per month price?

I believe that you are referring to the current promotional price. Please note that the promotional pricing is applicable only for yearly and bi-yearly upgrades. Also, please be noted that the promotional offer is applicable only for the first year and the renewals shall be done at full pricing.
