Is it possible to have section in the form(application) that is not visible to applicants but can be accessed by office admin to update the status of the application(approved/not approved, by whom, date, etc for example).

Yes, that is possible, if your office admin is editing the submissions, you can insert get form page URL:
Then you can create a condition that will show certain part of the form:
Since the URL will contain 'edit' word it will trigger showing of the section of the form that you need.

Thanks but when I click on the link in the email after I have submitted an application it takes me to a blank application. How do I access the specific submission?

What is the form in question? If you want to include the edit link to a specific submission in the notification, simply add it from the "Form Fields" dropdown:

But that doesn't answer the original question that I need access to a hidden section that only office admin can see. How do I set it up like that?

Please apply the workaround my colleagues suggested. Basically you need to create conditions to show the admin section only if the submission is loaded in edit URL.
