Payment Authorization: How to accept credit card on file

Hello, 

I am interested in creating a form to accept payment from dowalla and square. Is there a way to have credit card on file and save securely without charging? The purpose of this is to bill as insurance claim first and if denied then charge credit card for those who want to use their insurance benefits.
