I got an email saying I am now only able to accept 1 payment per month and that my forms will be suspended since I have reached that limit. Does that mean that I just can't receive payments now or that my forms will be altogether inaccessible? I have removed the payment option from my forms.

That is correct, Free accounts are limited to receive only one payment submission per month.
Normally, your forms would be inaccessible until next first of the month, but since you removed the payment integration, I reset your payment limit and re-activated your account.
